steamwebhelper.exe is the Chromium/CEF process that renders Steam's user-facing UI: the store, the library, the friends list, in-game overlay panels, and most non-trivial dialogs. Steam's UI was rebuilt on this Chromium foundation in 2023 (the Steam New UI rewrite), which is why you typically see multiple steamwebhelper.exe processes in Task Manager: a primary plus per-tab and per-overlay sandboxes.

The high RAM and CPU usage that sometimes draws attention to this process is the Chromium runtime doing UI work, not a sign of misbehavior. If you have Steam installed, multiple instances of this process are expected whenever Steam is running.
