Field notes

obs64.exe is OBS Studio, the dominant free, open-source software for recording and live streaming. It is community-maintained by the OBS Project, requires no account, sells nothing, and carries no notable telemetry. As of OBS 28 it is 64-bit only; the old 32-bit obs32.exe no longer ships.

What running it does: OBS does not auto-start by default and runs only when you launch it. To capture a game it injects a graphics hook into the game's rendering pipeline to read frames before they reach your monitor, and it closes cleanly with no lingering background service.

That capture hook is technically process injection, which is exactly the behavior kernel anti-cheats watch for, so OBS ships an 'Anti-Cheat Compatibility Hook' option (on by default for Game Capture) that uses a gentler method anti-cheats are meant to allow. A recent, ordinary wrinkle: OBS rotated its code-signing certificate across the 30.1 to 31.1 releases, which required anti-cheat vendors to re-whitelist the new certificate, so some games showed black-screen capture until vendors caught up. That is a signing-and-compatibility matter, not a security problem with OBS.

If you record or stream, obs64.exe is expected only while OBS is open. If game capture shows a black screen under a kernel anti-cheat, the compatibility hook option and an updated anti-cheat module are the usual fixes.

What this means, plainly
Presence is not proof of anything. This process is catalogued because Vera has seen it running on several independent machines. It is part of the normal life of a PC. Vera records what is present and lets people read it themselves.
